Britain uses DCTS.
Not the EU scheme.

The Developing Countries Trading Scheme has applied since 19 June 2023. Pakistan sits in Enhanced Preferences. The plant-health entry is still your agent’s filing.

British buyers sometimes still say “GSP”. The scheme they have to claim is the Developing Countries Trading Scheme. It replaced the UK Generalised Scheme of Preferences on 19 June 2023. On the UK government’s published tier list, Pakistan is in Enhanced Preferences, not in the least-developed comprehensive tier and not in the standard tier.

Enhanced Preferences are described by the UK government as zero duty on 92 percent of product lines, with other lines on the UK Global Tariff. That 92 percent is a design of the scheme. It is not a promise that your mango or your rice line is inside it this season. Your broker checks the commodity code. Zarkaar does not print the rate.

What changed inside the scheme, and what did not

UK rules of origin under DCTS were updated with effect from 1 January 2026, including wider cumulation options for Asian countries in the scheme. Cumulation is a broker question about where materials came from. Our rice is milled in Punjab from the rice the mill declares. Our mango is Pakistani fruit. We will describe that honestly. We will not sign a cumulation worksheet for inputs we did not buy.

The proof a preference claim needs is the DCTS origin declaration your broker specifies. The Karachi Chamber certificate remains the Pakistan origin certificate. They are two papers. Ordering one does not produce the other.

What the UK desk actually loads

Preference or none, the cargo is the same physical program.

Mango

Sea Chaunsa is quoted around 21 days, and the specification sheet’s transhipment band is 25–32 days. The proforma names the routing. UK air for Sindhri and Anwar Ratol is 3–5 days, in lots that start near 500 cartons. Hot-water treatment still happens in Multan. Your agent lodges the plant-health entry. We match the phyto wording. We do not lodge DEFRA.

Rice

Basmati moves year-round toward Felixstowe or London. IRRI is not that program. The basmati name follows the lab sheet. A DCTS claim does not upgrade IRRI.

Yarn

The UK desk names cotton yarn as its own line. Count and mill go on the proforma. Yarn is not lint, and heading 5201 is the wrong file for it.

What another country’s deal does not do

A free-trade agreement between the United Kingdom and any other country does not rewrite a Zarkaar proforma. We do not discount Pakistani rice because a different origin gained a contract. We also do not tell you to pick a scheme. If both a preference and another arrangement are open to your broker, that choice is yours.

Canada and the USA are not covered by DCTS. Canada air via Dubai is not USA irradiation. Do not ask a UK preference conversation to cover either of those desks.

FAQ

Frequently Asked Questions

Is Pakistan still on UK GSP?
UK GSP was replaced by DCTS on 19 June 2023. Pakistan is listed under Enhanced Preferences.
Does Enhanced Preferences mean our invoice is duty-free?
No. The scheme’s own description says zero duty on 92 percent of lines. Your broker checks your line. We do not print a rate.
Do origin rules from January 2026 change the phyto?
No. Origin rules and plant health are different filings. Treatment and the phytosanitary certificate still follow the fruit.
Can you lodge the UK entry?
No. Your agent lodges it. We supply the Pakistan pack and match wording.
